Planning process

After two years of public consultation with the council and local community an Outline Planning Application for the Papyrus Mill redevelopment was submitted to Selby Council in August 2005.

This was accompanied by a Listed Building Application and a Detailed Planning Application for the repair and refurbishment of the adjoining viaduct which crosses the River Wharfe.

Applications refused

The applications were eventually considered by the Council which refused the Outline Application on 19th July 2006 on the grounds that:

  • Redevelopment would have a greater impact on the Green Belt than the existing use
  • The site is not allocated as a Phase 1 Housing Site in the adopted Local Plan
  • Housing numbers for the district would be exceeded if approved

The Listed Building Application and the Detailed Planning Application for the viaduct were approved at the same committee.

Current status

We are currently considering submitting a revised planning application and the purpose of this website is to support the planning process and to share, engage, and consult with the public on the future use of the site.
